IMO the top spinning at the end is not as significant as Cobb not even looking at it after he spins it. Remember how he was so frantic before to prove whether he was in a dream world or not? He'd spin the top, then wait for it to stop. But at the end, he doesn't wait. He spins it and just walks away. Whether he is in the dream world or not, doesn't seem to matter. He has absolved himself of guilt and can now be with his children.
But IMO, he was in the dream world at the end.
(ETA: Now I read that Michael Caine believes he ended up in the real world! And the director says in the final scene, the kids are older and wearing different outfits. So I really do need to watch it again lol)
